H.I.V.E. (Higher Institue of Villanous Education) is a top-secret school where children with a preccocious talen for wrongdoing are sent to develop their talents to turn them into criminal masterminds. One small catch is the children cannot leave until their education is complete, six years later.

Summary
The Higher Institute of Villianous Education begins with Otto Malpense waking up and finding himself on board a helicopter flying over a vast ocean (the Pacific) straped in a seat. In the plane he meets Wing Fanchu who is in the seat opposite him. Within a few minutes they see a smoking volcano and to Otto's asstonishment they descend into it and land on a concrete floor inside a vast cavern. They are then escorted to another large cavern where a group on boys and girls the same age as them are stood all wondering what is going on.
After a few moments a man steps onto a stage at the front of the room and introduces himself as Dr. Nero, and tells them that they are now students in the Higher Institue of Villianous Education (H.I.V.E. for short). Nero then says that they will remain here until they have completed their training the objective being: to become some of the greatest criminal masterminds in history.
